Add assemble_report() — PURE deterministic mapper populating SiteFinderReport (#987) from an analyze dict + advisory forecast-stack outputs, computing report confidence via compute_report_confidence (#990). No DB/LLM/SQL; accepts dataclass instances or their as_dict() dicts; graceful-partial (any None → partial section, never crashes); exec_summary synthesized from strongest signals (RU templates, no LLM); advisory always True. 49 unit tests. |
