fix(tradein/estimator): honest repair-note + ratio_basis label; doc EKB-calibrated constants (LOW audit R2 #1-4) #2505

LOW audit round-2, estimator honesty batch. #1 repair-note reworded to signal a heuristic adjustment (coverage ~2%, not data-derived). #2 ratio_basis set to expected_over_median when honest_ratio (#2141) overwrites the raw per_rooms/global_fallback ratio. #3 _band_haircut EKB constants documented as engine-wide calibration (no behavior change). #4 premium_buildings_curated EKB-bias documented; oblast-elite still caught by _manual_review value thresholds. Regression gate byte-green; full suite 2505 passed (pre-existing test_search_cache_hit unrelated, CI-deselected).
