ВНИМАНИЕ (delegation.md): 19 полей в core-файле — вероятно L-размер (>500 строк diff). Implementer ДОЛЖЕН оценить перед стартом и при превышении бюджета разбить дальше, например: (a) IMV-blend removal (3 поля, проще, отдельно от anchor) и (b) same-building anchor tuning (16 полей, сложнее, core).

Acceptance: full pytest green, test_backtest_regression_gate.py метрики bit-identical, mandatory deep-code-reviewer APPROVE перед merge (core valuation engine — тот же бар, что и Group E/estimator.py в scraper_kit migration).
