Родитель: #1970. Precondition (#1966) закрыт.

7 полей, все статичны с введения #764, 0 env-override, не тестируются вариативно: estimate_quarter_index_enabled, estimate_quarter_index_min_n_deals, estimate_quarter_match_skip_ratio, estimate_quarter_index_max_for_small_n, estimate_quarter_index_small_n_threshold, estimate_quarter_index_factor_min, estimate_quarter_index_factor_max.

Files: tradein-mvp/backend/app/core/config.py, tradein-mvp/backend/app/services/estimator.py (~2437-2529, 3207-3214)

Acceptance: full pytest green, test_backtest_regression_gate.py метрики без изменений (pure-radius путь — единственный потребитель quarter-index).

Risk: MEDIUM — мультипликативная коррекция на pure-radius пути (когда same-building anchor и IMV-blend не сработали), проверить именно этот путь в бэктесте отдельно.
