Закрывает #1666 (gap-анализ site-finder, partial-UNtracked).

mv_layout_velocity (питает best_layouts #113) рефрешился только ручным refresh_layout_velocity() → в проде молча устаревал. Добавлен Celery-таск (зеркало refresh_quarter_price_index), регистрация в celery_app.include, beat-entry refresh-layout-velocity — Вс 03:00 МСК (вне monday-кластера тяжёлых рефрешей).

Verify: py_compile 3/3; build_beat_schedule() собирается (27 entries, новая запись присутствует); ruff clean.

Closes #1666

mv_layout_velocity (powers best_layouts, #113) refreshed only via manual
refresh_layout_velocity() → prod data silently went stale. Add Celery task
mirroring refresh_quarter_price_index, register in celery_app include, add
weekly beat entry (Sun 03:00 MSK, outside the monday heavy-refresh cluster).

Closes #1666
